Wait for a sale
I used to be able to say "yes, get this game," but now that you've taken it's predecessor offline, I cannot and won't. How long do we have, maybe another 2 to 3 years for this game? Possibly even less because of your focus on the other game? I don't like modern Forza games, but at least they let you play their older games even without an online connection. If you can't even do that for your consumers, then why bother make anymore games?

Just don't bother
Just don't bother. The Ubisoft pigs want you to "destroy" your copies of the games you paid for when they go offline, so I went ahead and "destroyed" my installation of this mediocre (TC1 was better but guess what: they closed it) game along with blacklisting Ubisoft for good. Even if this wasn't the case, there are better racing games out there that won't be closed and will still function in the upcoming years since you get to keep them forever. Spend your money wisely and, most importantly, go ahead and inform yourself about the "Stop Killing Games" initiative. Don't let corporate greed ruin videogames.
